KAT
Welcome to the nightmare that is KAT. Registration of your car in Bulgaria is done at the infamous KAT Office.


If you have bought, or imported a car the first thing you need to do is re register it. Find your local KAT office and prepare to spend anything from a morning to a day, or two going through this wonderful archaic system.


If you buy in your own region then it is just a simple matter of changing ownership. If you buy outside of your region you will need re register and change your plates. If you are importing, you need to re re-register and receive new plates.


If you have not done it before, or do not speak Bulgarian it is far easier to have someone to translate for you and walk you through the various steps of the process and direct you to the correct office windows, of which there are many. We are very happy to offer the service of our translator for such an exercise. We have registered many vehicles and had different experiences of registering them. Burgas region only.

Requirements
You can either register the vehicle as a natural person, or to a Bulgarian company/legal entity.


Natural person/ individual:
A quick note here. If you buy as an individual and you are married. Upon a re sale both parties need to sign the notary sales declaration.


  • Bulgarian ID residence. You must have a residency card. The registration of your vehicle will last as long as your residency. You will need to do a simple and quick renewal of documents once you have applied for your new residency card. The expiry date will be on your registration document.
  • Documentation proving ownership, including vehicle identification data. If you bought in Bulgaria you need a notary sales declaration.
  • Insurance this can be done a few days before. email expatassistbulgaria@gmail.com for a quote. Please supply a scan/photo of the present reg document, address of where the vehicle will be located, stating if you require minimum 3rd party liability, or casco. Payment can be done cash on delivery of the policy. Breakdown cover also can be included. Green cards are now standard.
  • Proof of eco taxes paid. This is for the first registration only and can be done on the spot. Fees are approximately at this time, Cars 10- years BGN 250; 10+ years BGN 265; Motorbikes no Ecotax. 
  • a customs document certifying official importation into the European Union if the vehicle has been imported from outside the EU 
  • The customs document certifying official importation into the EU referred to is not required where the vehicle was purchased by a legal person in an EU Member State and an invoice is provided by way of proof.
  • Current license plates or export plates
  • Time and a lot of patience.

NB. you MUST find and ensure the engine number is clean before attending KAT, or it will cause delays.


Company:
Second option. If you have a Bulgarian registered company you can register the vehicle in its name. The company would then be the owner of the vehicle. It would become an asset. There can be some advantages. ie refund of VAT paid for business usage, maintenance, and other costs. You must ask your accountant for more advice and information. If you register under a company name then there is no expiry to the registration papers unlike an individual.


  • Company registration papers (EIK statement), Bulstat card, or certificate. Plus Company stamp.
  • Notary sales declaration (if you bought the car in Bulgaria)
  • Insurance. This can be done a few days before email expatassistbulgaria@gmail.com for a quote. MOT:

KAT perform the first MOT, but this is not a complete safety check. They only look at the vehicle engine numbers (as I said they must be clean and you should know where it is because if you don't, it will cause delays), they sometimes check the headlights, especially on UK plated cars, and brakes. You may wonder why you wait so long once inside the testing station, this is because the vehicle also needs to be in front of the camera for a while.
Each year you need to renew the MOT.


Headlights.

Headlights must/should be changed to left hand. I say, must and should because this is Bulgaria and rules are applied differently in different regions and at different times. You do need to change them in Burgas and I would advise you to do so for safety reasons.

As an EU national residing in Bulgaria, you have to register your car if you are the owner of the vehicle.

  • In case of a change in the permanent address of the owner to another region/country, the owner applies for re-registration of the vehicle within 14 days of issue of the new identity document.
  • If you change your country of residence to Bulgaria, you have a month in which to re-register a vehicle previously registered in another EU country, starting from the date of issue of the document establishing your permanent residence in the Republic of Bulgaria.
  • There are no exemptions from the obligation to register a vehicle
  • As an EU national residing in Bulgaria you may use the vehicle registered in your country of origin for 185 days (establishing your main residence in Bulgaria).
  • You can use your car if you are in possession of a valid technical inspection certificate and civil-liability insurance for your vehicle.
  • As EU nationals with a second home in Bulgaria (that you use no more than 6 months a year), you do not have to register your vehicles here.
  • If you are a student in Bulgaria from another EU country:

          You do not have to register your car with the authorities for your period of study.

          This also applies if your car is owned by your parents and they do not live in Bulgaria.   
          You do not have to pay for registration or car taxes in Bulgaria. You do have to pay for a motorway vignette.
          You need valid civil-liability insurance for your vehicle for your period of study.
          You have to re-register your vehicle only if you have your main residence established in the Republic of Bulgaria.
